Improve documentation of a recently-added feature

* lisp/isearch.el (search-highlight-submatches): Improve the doc
string.

* doc/emacs/search.texi (Search Customizations): Improve the
documentation of 'search-highlight-submatches'.

* etc/NEWS: Minor change of the entry for
'search-highlight-submatches'.
