Consider Vother_window_scroll_buffer valid iff it's a live buffer.

* window.c (Fother_window_for_scrolling): Don't try to scroll a
killed Vother_window_scroll_buffer.
(Vother_window_scroll_buffer): Fix doc-string accordingly.
