cc-bytecomp tweaks for sake of byte-compiler

* lisp/progmodes/cc-bytecomp.el (cc-bytecomp-noruntime-functions): New.
(cc-require): Suppress spurious "noruntime" warnings.
(cc-require-when-compile): Use fboundp, for sake of compiler.
