Allow to disable the DWIMish behavior of 'x' in package menu

* lisp/emacs-lisp/package.el
(package-menu-use-current-if-no-marks): New defcustom.
(package-menu-execute): Use it.  (Bug#62563)

* etc/NEWS: Announce the new option.
