* Windows: Use NUMBER_OF_PROCESSORS environment variable.

* lisp/emacs-lisp/comp.el (comp-effective-async-max-jobs): Use
NUMBER_OF_PROCESSORS environment variable if system is Windows NT,
"nproc" if it is in PATH or a default of 1.
