Paul Eggert 4786618fe7 Top-level elisp files respect ‘text-quoting-style’
In top-level elisp files, use format-message in diagnostic formats,
so that they follow user preference as per ‘text-quoting-style’
rather than being hard-coded to quote `like this'.
