This commit fixes a regression that affected fixed-size scrollback, where the text in the
scrollback would keep moving even if the user has explicitly scrolled up.

Although ICU is pulled in through devel/qt5-core, make it explicit
so that at build-time better CJK support is built as part of
KDE Plasma. Requested by upstream.
- Rename autoconf 2.13 port directory, package, and command all to
autoconf2.13 just like ports like perl and python.
- Let USES=autoreconf run gtkdocize if necessary.
- Rewrite autoconf-wrapper and rename it autoconf-switch to reflect
better what it does.
- Delete patch-bison. It has been reverted upstream.
- Add a patch to let autoreconf set the AUTOCONF environment variable
so subprocesses like automake use the correct version.
- Make building of info files optional.
- Address portlint, portclippy, portfmt issues in devel/autoconf*.

KDE today announces the release of KDE Frameworks 5.94.0.
KDE Frameworks are 83 addon libraries to Qt which provide a wide variety
of commonly needed functionality in mature, peer reviewed and well
tested libraries with friendly licensing terms. For an introduction see
the KDE Frameworks release announcement.
This release is part of a series of planned monthly releases making
improvements available to developers in a quick and predictable manner.

Before this commit ThemesModel only finds metadata.desktop, but after
KF5.94, the default theme metadata files have been ported to json format.

applets/appmenu: fix top-level menu text coloration
Commit [1] made the color dynamic, but neglected to respect the
Plasma color scheme, if any. This causes problems with Plasma
themes that have their own colors and don't respect the
systemwide color scheme, such as Breeze Twilight.
Fix it by using the appropriate colors from the PlasmaCore color
scheme object, not the systemwide object provided by Qt.

Xft isn't optional: it is mandatory, and xscreensaver configure
complains if it isn't there (but completes with a successful
exit code, which is a bit strange). Without XFT, the build
eventually fails like so:

part of KDE Gear.
Today they all get new bugfix source releases with updated translations,
including:

KDE Plasma 5.24.5, Bugfix Release for May
Tuesday, 3 May 2022. Today KDE releases a bugfix update to KDE Plasma 5,
versioned 5.24.5.
Plasma 5.24 was released in February 2022 with many feature refinements
and new modules to complete the desktop experience.
This release adds a month's worth of new translations and fixes from
KDE's contributors. The bugfixes are typically small but important and
include:
* Discover Flatpak backend: Improve stability of different sources
integration.
* Plasma Audio Volume Control: SpeakerTest: Fix subwoofer test.
* xdg-desktop-portal-kde: Fix saving file dialog view options.

Only install xscreensaver suid root if option PAM is disabled. In this
case, add an extra patch, so xscreensaver-gfx drops privileges
(otherwise it doesn't show any screensaver).
Fix setuid installs in the Makefile and remove extra patch. Respect
upstream's USE_CSTD=gnu89. Remove now-unknown configure option and
associated dependency. Remove old CONFLICTS.
Use security/pam_helper for PAM support. This is the last release
to support pam_unix as the next release removes external helper
calling code.

Recently, FreeBSD had started to enforce -Werror,-Wunused-but-set-variable
for kernel code, which affects 3rd-party modules such as nVidia drivers.
Newer versions of the driver are ready for that, but legacy one were not.

Nwg-look is a GTK3 settings editor, designed to work properly in
wlroots-based Wayland environment. The look and feel is strongly
influenced by LXAppearance, but nwg-look is intended to free the user
from a few inconveniences:
- It works natively on Wayland. You no longer need Xwayland, nor
strange env variables for it to run.
- It applies gsettings directly, with no need to use workarounds. You
don't need to set gsettings in the sway config file. You don't need
the "import-gsettings" script.

Autorandr allows for auto-detecting displays and configuring them with
xrandr.
Although autorandr is present in the PyPI repositories, I decided to not
prefix this package with py*- as no other package managers do that.
Autorandr should be considered an end-user application.
