literal name_enable wherever possible, and ${name}_enable
when it's not, to prepare for the demise of set_rcvar().
In cases where I had to hand-edit unusual instances also
modify formatting slightly to be more uniform (and in
some cases, correct). This includes adding some $FreeBSD$
tags, and most importantly moving rcvar= to right after
name= so it's clear that one is derived from the other.
- add additional MASTER_SITE
- remove pkg-install and add a workaround for the user creation
if installed from package (belongs to ports/152498 )
- add OPTIONS for PERL and PYTHON, with PERL on as default
- install tools to EXAMPLESDIR
- remove MD5 from distinfo
- fix pkg-plist "%%SITE_PERL%%/%%PERL_ARCH%%/auto" (belongs to perl not to flowd)

This commit should largele be a NOOP as it only adds support
for DESTDIR undefined. This does allow us to start testing
ports with DESTDIR set, but this is as of yet not supported.
Although this has been extensively tested on pointyhat, this
is a very intrusive change and some cases may have been
overlooked. Please contact Gabor and me if you find any.
