4adc5a8a71 Use ${ECHO_CMD} instead of ${ECHO} where you mean the echo command;
the ECHO macro is set to "echo" by default, but it is set to "true" if
make(1) is invoked with the -s option while ECHO_CMD is always set to
the echo command.

d9ab51c5b6 Add a run-time dependency on tcpserver/ucspi-tcp, as per the default
setup created by the configuration program, which is the preferred and
most common method too.

efcf1d1880 Use ${ECHO} instead of 'echo' (from PR), and additionally remove
outdated message about insufficient version of daemontools.
