This port is scheduled for deletion on 2005-09-22 if it is still broken
at that time and no PRs have been submitted to fix it.

The __WORD_BIT constant in GCC's stl_bvector.h caused a namespace
conflict which kept the mailsync port from compiling. Resolve it.

Move inclusion of bsd.port.pre.mk later in the file for conditional BROKEN
tag. Early inclusion caused problems for some ports, so to be safe I'm
updating all of them.
