This is needed, because of the way tcllib's pkgIndex.tcl is laid
out. The _children_ of the directory containing tcllib itself are
not searched for packages the first time. So
	``package require <some sub package>''
will fail the first time :(. This is, probably, a bug in tcllib,
but this is a workaround.
