Extend support in sysctls for supporting multiple native ABIs.
This extends some of the changes in place to support reporting support for 32-bit ABIs to permit reporting hard-float vs soft-float ABIs. Sponsored by: DARPA Differential Revision: https://reviews.freebsd.org/D24542
