(top-level): Require mule-utils when compiling.

(rmail-decode-babyl-format): Use detect-coding-with-priority
instead of detect-coding-region, to favor detection of emacs-mule
encoded Babyl files written by rmailout.el etc.  Suggested by
Kenichi Handa <handa@etl.go.jp>.
