cl-lib.el: Partial revert of "2015-04-05 Rationalize c[ad]+r"

* lisp/emacs-lisp/cl-lib.el: Partial revert of "2015-04-05 Rationalize
use of c[ad]+r", so as to keep the "cl-" prefix on all
cl-lib definitions.
