Fix startup of "emacs -nw" on systems that CANNOT_DUMP

* src/xdisp.c (syms_of_xdisp) <resize-mini-windows>: Initialize to
nil.

* lisp/loadup.el <resize-mini-windows>: Set to 'grow-only' after
loading window.el.  (Bug#22975)
