Replace doc references to deleted etc/ files

* README: Replace reference to etc/MAILINGLISTS.

* doc/man/emacs.1: Replace reference to etc/MAILINGLISTS.

* doc/misc/efaq.texi (Guidelines for newsgroup postings)
(Informational files for Emacs):
Remove references to etc/MAILINGLISTS, etc/INTERVIEW.
