Fix 'commit-msg' to cite 'CONTRIBUTE'

As suggested in:

Also, have the two files match better.
* CONTRIBUTE: Match what's in build-aux/git-hooks/commit-msg.
* build-aux/git-hooks/commit-msg: Mention 'CONTRIBUTE'.
