(mac-roman-decoder, mac-roman-encoder): New translation tables.

(decode-mac-roman, encode-mac-roman): Definition of these CCL
programs are modified and moved from mac-win.el.
(mac-roman): Definition of this coding system is modified and
moved from mac-win.el.
