Declare Emacs on MS-Windows to be DPI-aware

Browse Source 
* nt/emacs-x86.manifest (asmv3:windowsSettings): Add dpiAware.
* nt/emacs-x64.manifest (asmv3:windowsSettings): Add dpiAware.
This avoids Windows entering compatibility mode for Emacs,
which causes fonts to look less nice.
