Improve documentation of 'save-place-mode'
* lisp/saveplace.el (toggle-save-place): Update the doc string wrt turning on 'save-place-mode' globally. * etc/NEWS: Mention the need to call 'save-place-mode' for turning on the mode in all buffers.
