(pascal-mode-map): Move init into declaration.

(pascal-mode-syntax-table): Make (* *) markers same class as { ... }.
(pascal-indent-command): Remove unused var `ind'.
(pascal-indent-case): Remove unused var `oldpos'.
(pascal-outline-map): Don't inherit from pascal-mode-map anymore,
since it's now used as a proper minor mode map.
(pascal-outline): Rename to pascal-outline-mode.
(pascal-outline-mode): Use define-minor-mode.
(pascal-outline-mode, pascal-outline-change): Use overlays rather than
selective-display.
