Improve discoverability of 'read-buffer-completion-ignore-case'

* lisp/window.el (switch-to-buffer)
(switch-to-buffer-other-window, switch-to-buffer-other-frame):
Mention 'read-buffer' in the doc string.  (Bug#29389)

* doc/emacs/buffers.texi (Select Buffer): Add a cross-reference to
where 'read-buffer-completion-ignore-case' is documented.
