Setup `fill-find-break-point-function'

property to character sets which require `kinsoku' processing for
filling.
(fill-find-break-point): New function.
(fill-region-as-paragraph): Don't check kinsoku-enable here.
Don't call kinsoku directly, intead call fill-find-break-point.
