Don't hard-code the fill-column for display-warning

* lisp/emacs-lisp/warnings.el (warning-fill-column): New variable.
(display-warning): Use warning-fill-column.
* doc/lispref/display.texi (Warning Variables):
Mention warning-fill-column.
