ibuffer generate autoloads to non-versioned file.

* lisp/Makefile.in: Add ibuffer-loaddefs to autogenel.
* lisp/ibuf-ext.el: Update file local.
* lisp/ibuffer.el: Remove autoloads and add a require.
* test/lisp/ibuffer-tests.el: Test that autoload is working.
