Fix previous URL doc change

* lisp/url/url-queue.el (url-queue-retrieve): Fic previous doc fix.

* doc/misc/url.texi (Retrieving URLs): Update url-retrieve arguments.
Mention url-queue-retrieve.

* etc/NEWS: Related edit.
