* lisp/files.el (revert-buffer-function): Use a non-nil default.

(revert-buffer-preserve-modes): Declare var to
provide access to the `preserve-modes' argument.
(revert-buffer): Let-bind it.
(revert-buffer--default): New function, extracted from revert-buffer.
