Print test timings unconditionally
* lisp/emacs-lisp/ert.el (ert-batch-print-duration): Remove. (ert-run-tests-batch): Adapt accordingly. * test/Makefile.in: * test/README: Remove TEST_PRINT_TEST_DURATION.
