Make some dired defvars into defcustoms.

* lisp/dired.el (dired-subdir-switches, dired-chown-program)
(dired-use-ls-dired, dired-chmod-program, dired-touch-program):
Make into defcustoms.
(dired-chown-program): Simplify initialization.
