Adapt reminder-for-release-blocking-bugs

* admin/admin.el (reminder-for-release-blocking-bugs):
Require `debbugs-gnu' also in `interactive' form.

* admin/release-process: Rename RELEASE-CRITICAL to RELEASE-BLOCKING.
Adapt Emacs version.  Describe `reminder-for-release-blocking-bugs'.
