0ea5797a18 (decode_options): Default to a NULL display, as Emacs-22.

f96732e5b7 (default_C_help) [CTAGS]: differentiate the help string,

Suggestion and algorithm by Eli Zaretskii.
Code partially based on w32_get_resource and init_environment (w32.c).

(get_current_dir_name, decode_options, get_server_config, set_local_socket,
set_socket, main): Use egetenv, not getenv.

* lib-src/.arch-inventory: Don't track the blessmail binary.

* lisp/emacs-lisp/cl-loaddefs.el: Don't track this.  It is autogenerated.

* lisp/emacs-lisp/.arch-inventory: Don't track cl-loaddefs.el.

* lisp/ps-print.el: Check in trivial changes to the autoloads section
  caused by the build process.  These autoloads really ought to be placed
  in a separate file, methinks.
