Make more parts of Emacs use new Eldoc capabilities

Elisp-mode was doing a lot of work that can now be delegated to Eldoc.
Flymake uses the new Eldoc functionality, too, installing a global
documentation function that may report on diagnostics under point.
CEDET's grammar.el was left as the only user of an Eldoc-internal
function. That function was moved to grammar.el. That file is still,
somewhat reprehensibly, using an internal function of elisp-mode.el,
but this was left unchanged.
In other situations, eldoc-documentation-functions is used or
recommended.
The only other places where the obsolete eldoc-documentation-function
is still used is in libraries which are presumably meant to remain
compatible with previous Emacs versions.

* lisp/descr-text.el (describe-property-list): Don't special-case
for symbols that have widget properties here (bug#22957). It's
not documented that this function should do that, and looking at
the code, it doesn't seem like this function is actually used for
doing that, either. This makes describing some text properties
that are on the form `(string ...)' work.

Prefer HTTPS to FTP and HTTP in documentation
...
Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November. Change these FTP URLs to https://ftp.gnu.org
instead. Make similar changes for URLs to other organizations moving
away from FTP. Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.

Don't print the "decomposition" line for control chars in what-cursor-position

This is a temporary workaround for bug #23594 , where the decomposition line
for linefeed corrupted the display on a Linux virtual terminal.

Fix describe-char bug with glyphs on terminals
...
* lisp/descr-text.el (describe-char): Terminals can have glyphs in
buffers too, so don’t treat them differently from graphic displays.
Without this fix, describe-char would throw an error on a terminal
if given a glyph with a non-default face.

More-conservative ‘format’ quote restyling

Instead of restyling curved quotes for every call to ‘format’,
create a new function ‘format-message’ that does the restyling,
and using the new function instead of ‘format’ only in contexts
where this seems appropriate.

Improve the optional translation of quotes

Fix several problems with the recently-added custom variable
help-quote-translation where the code would quote inconsistently
in help buffers. Add support for quoting 'like this', which
is common in other GNU programs in ASCII environments. Change
help-quote-translation to use more mnemonic values: values are now the
initial quoting char, e.g., (setq help-quote-translation ?`) gets the
traditional Emacs help-buffer quoting style `like this'. Change the
default behavior of substitute-command-keys to match what's done in
set-locale-environment, i.e., quote ‘like this’ if displayable,
'like this' otherwise.

Support curved quotes in doc strings
...
Emacs's traditional doc string style has been to quote symbols
`like this'. This worked well on now-obsolete terminals where
` and ' were symmetric quotes, but nowadays curved quotes
‘like this’ look better. Support quoting the new way too.

descr-text: add `describe-char-eldoc' describing character at point
...
* lisp/descr-text.el (describe-char-eldoc): New function returning
basic Unicode codepoint information (e.g. name) about character
at point. It is meant to be used as a default value of the
`eldoc-documentation-function' variable.
(describe-char-eldoc--format, describe-char-eldoc--truncate):
New helper functions for `describe-char-eldoc' function.
* tests/automated/descr-text-test.el: New file with tests for
`describe-char-eldoc--truncate', `describe-char-eldoc--format',
and `describe-char-eldoc'.
