* lisp/arc-mode.el (archive-*-write-file-member)
(archive-*-expunge): Refactor to correctly modify
extensionless zip archives.
(archive-expunge): Move implementation to a separate helper
function to facilitate testing.
(archive--act-files): New helper function to wrap around
`call-process' calls.
(archive--need-rename-p): New helper function to check whether
a temporary rename is necessary.
(archive--ensure-extension) (archive--maybe-rename): New helper
functions to rename archive if the caller deems it necessary.
(archive--with-ensure-extension): New helper function to handle
writing an archive while ensuring extensionless archives work
correctly by temporarily renaming them.
* test/lisp/arc-mode-tests.el (arc-mode-test-zip-ensure-ext):
New regression test for bug#61326.
* lisp/arc-mode.el (archive-zip-summarize): On MS-Windows,

on MS-Windows, and use the local console encoding instead.
* lisp/arc-mode.el (archive-write-file-member):

* lisp/emacs-lisp/subr-x.el (with-memoization): Move from here...
* lisp/subr.el (with-memoization): ... to here, as it's used from
the preloaded cl-generic.el file.
* lisp/emacs-lisp/cl-generic.el (cl--generic-compiler): Don't use
the autoloaded `byte-compile' function during bootstrap.
(cl--generic-get-dispatcher): Don't require subr-x, either.
cl-generic has been preloaded since 2015, and most usages of it (in
preloaded files) work fine. In particular, using `cl-defgeneric' is
unproblematic. However, `cl-defmethod' would end up pulling in the
byte compiler (at load time), which would make it impossible to use
`cl-defmethod' in pre-loaded files, and this change fixes that (but
possibly not in the most self-evidently correct way).
* lisp/arc-mode.el (archive-copy-file): New command, keystroke and
menu bar entry (bug#26192).
(archive-extract): Refactored out code from here...

The commands now also now work on archive and tar mode parent buffers.

* lisp/arc-mode.el (archive-goto-file): New function (bug#38647).
(archive-next-file-displayer): Ditto.
* lisp/image-mode.el (image-next-file): Reimplement to work on
displayed dired buffers and the like. This means that `n' and `p'
now works on the displayed ordering in the dired buffer, so if
you've reversed the sorting, `n' picks the right "next" file.
(image-mode--directory-buffers): New function.
(image-mode--next-file): Ditto.
* lisp/tar-mode.el (tar-goto-file): New function.
(tar-next-file-displayer): Ditto.
