Paul Eggert 662bee7d70 file-attributes cleanup
Mostly, this replaces magic-number calls like (nth 4 A) with
more-informative calls like (file-attribute-access-time A).
It also fixes some documentation and minor timestamp coding
issues that I noticed while looking into this.
