Kenichi Handa f086544bb1 (ccl-encode-unicode-font): Lookup
utf-subst-table-for-encode, not ucs-mule-cjk-to-unicode.  Handle
the case that ucs-mule-to-mule-unicode translates a character to
ASCII (usually for IPA characters).
