Paul Eggert f744797af1 Go back to "Maintainer: emacs-devel@gnu.org"
Restore lines saying "Maintainer: emacs-devel@gnu.org" when there is
no special maintainer for a file.  Although this wasn't documented

type of parameters the functions expect to be called with:
