Qvwm, the most win95-like x11 window manager.
q for qvwm means number 9, v means 5 in roman.

This is a standalone window manager, not patched ontop of another.
Qvwm requires the xpm library and share extension.

Rewrite pkg/COMMENT is such a manner that it will not be broken if somebody runs a script removing all unnecessary articles from COMMENT files (hint! hint!). Fix some typos and such in pkg/DESCR.
