- Remove indefinite article from COMMENT

- Add LICENSE (GPLv2)
- Convert to new options framework
- Add explicit pkgconf build dependency
- Trim Makefile header
- Bump PORTREVISION since a file was added to PORTDOCS
- Trim down pkg-descr a bit
- Pass maintainership to submitter
