Update pkg-descr using the text of the blurb from ww.rsyslog.com

- we aren't tracking v7 any more. The clue is in the port name:
  sysutils/rsyslog8

suitable for enterprise-class, encryption protected syslog relay
chains while at the same time being very easy to setup for the
novice user.

RSYSLOG can deliver over one million messages per second to local
destinations when limited processing is applied (based on v7, December
2013). Even with remote destinations and more elaborate processing the
performance is usually considered "stunning".
