- Employ USES for gmake and pkgconfig

- Enable verbose build commands for build farms
- Fix BUILD_DEPENDS assignment (= should be +=)
- Add an XXX comment about DOCS option logic
- Improve on option knobs descriptions a bit
- Tighten BROKEN statement, fix pkg-descr
