- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.
While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.
Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

depends on the camlp4 language and labltk ocaml modules, which are
now in separate ports.
- Update x11-toolkits/ocaml-lablgtk2 to 2.18.3
- Update graphics/ocaml-lablgl to 1.05
- Make unison ports use USE_OCAML
- Convert ports to the new flags where needed
- Bump PORTREVISION on ports depending on ocaml-lablgtk2, those need to be rebuilt

While using one of Debian's patches to fix this build, remove the
hardcoded depends and replace with USE_OCAML instead. Also convert
to USES+=tar while we are here.
