according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT

- Implement new knobs for gems and rake (these are included in
ruby 1.9 distribution already). Also move gem bits from
ruby-gems/Makefile.common to bsd.ruby.mk[1]. Now to depend
on gems or rake you should define USE_RUBYGEMS/USE_RAKE
accordingly. Also RAKE_BIN variable is provided for
pointing to the right rake executable.
- Rewrite RUBY_SCHEBANG in awk to eliminate build dependency
on ruby.

perl unconditonally, or conditionally. To be able to conditionalize the
inclusion of bsd.perl.mk, they now need to be defined before the inclusion
of bsd.port.pre.mk.

- by default, textproc/aspell installs the English dictionaries (no
change);
- thereafter you can install any foreign dictionary;
- when you install a foreign dictionary, i.e. french/aspell or
textproc/da-aspell, it installs only the dictionaries, and depends
upon textproc/aspell for the programs;
- if you don't need the English dictionaries, you can define
WITHOUT_DICTEN or install textproc/aspell-without-dicten;
- add a new port for textproc/en-aspell: if aspell had been installed
without the English dictionaries, they can be added thereafter;
- add a missing port for german/alt-aspell;
- foreign dictionaries are almost independent from textproc/aspell,
and their maintainership is available.

This program is especially useful for russian/ukrainian/belarusian users
but however can help those who reads mail from people that uses such
brain-damaged web-mailers as yahoo mail.
Fatigue with xterm when reading mail from mutt? Tired to press "Do Full
reset" every time when terminal becames full of garbage? This program is
for you! It removes unsafe characters from email & makes xterm happy!
Intended to be used with procmail.

- ChangeLog:
o The mechanism of buffering is changed. Instead of allocation of the fixed
size of memory (10240, -s) buffering on-demand now is used. I.e. if the
analysis of the text to make it's impossible because of absence of the text
in Russians the buffer will not be allocated. Instead of it the text will be
immediately out (if certainly it's required).
o The output of the name of the code page after the analysis is changed.
Added output 'us-ascii (no hits)' in case of when at the text there are no
Russian characters. And removed trailing '(same as out)' from the output of
the default code page.
o The 'main' became even more confused. :-)

Note to future PR submitters: If your port changes anything from
other ports, make sure it's changed back when it gets deinstalled!
Delete it finally from the tree.
Background:
This sub-port has been useless since bogofilter 0.94.13 was out
with fully functional support for multi-language wordlists encoded
in UTF-8. No need for l10n when i18n is already here.

to 0.94.12 until the issue of KOI8-R wordlist storage is resolved.
Unfortunately, the bogofilter team have committed some patches that
break storing wordlists in KOI8-R. As of now, bogofilter can store
wordlists in CP866 only, which fatally breaks compatibility with
existing KOI8-R wordlists created by older versions of this package.
