lang/perl5.8 and lang/5.10 will be removed from ports tree soon.

2cf4c1e2c8 - Remove ports that only work with < perl 5.12 (devel/p5-B-Size, devel/p5-Devel-Arena)
- Remove conditionals for PERL_LEVEL < 501200
- Remove regression-test targets b/c this will be centralized in Mk/bsd.perl.mk
- Other minor cleanups
  RUN_DEPENDS = ${BUILD_DEPENDS} -> RUN_DEPENDS:= ${BUILD_DEPENDS}

e4fd6df643 - Update *_DEPENDS:
- Digest::SHA is in core since 5.9.3
  - Module::Pluggable is in core since 5.8.9
- Use TEST_DEPENDS for Test::Exception
- Bump PORTREVISION for dependency change

5dda24c09c - Update *_DEPENDS: p5-ExtUtils-MakeMaker>=6.11 is already in all supported Perl releases and it is not a runtime dependency
