split from from devel/qt4-linguist (similar to Qt 5 ports). These console
tools are often used for localization support in Qt ports, having them
standalone is quite useful. This work is based on Tobias Berner patch [1].

Instead of lots of manual work switch to static plist.
Use @dir plist entries for directories we want to create and "own" instead
of keeping a forest of .keep_me files around.
This also removes the usage of @dirrmtry plist lines.
Make sure we use openjpeg1 in poppler, while openjpeg2 support
was added there still bugs in openjpeg2 that need to be fixed.
Add patches to inkscape for API changes in poppler 0.29.0 [2].

The otter port tries to build libotter.a before an object is completely
built (share.o in my case) and ariadne tries to start building in a
directory before it is created (under multiple jobs).
some Xfce's specific widgets still use stock icons (deprecated since GTK3 3.10,
and not available in x11-themes/adwaita-icon-theme)
