Give this port a USE_XLIB so it'll link. Also move the CC=egcc
into the ${OSVERSION} check so it'll actually compile on
-current with egcs.

As threatened, enforce the "Capital, no period" rule. Ellipses are
permitted. Note that, given current numeric motif of PW, this is done
in four equally-sized commits of 393 files each.
