Remove myself as MAINTAINER from a number of ports I no longer
have time to properly maintain. This will cause the position to
revert to ports.

Reordered vars where needed. Added MAINTAINERS where needed, many
mkdir --> ${MKDIR}, install -> ${INSTALL_*}, etc.
