0ecef16e4f 1. Update to pchar-1.2. 
2.  New MASTER_SITES and WWW.
3.  pchar-1.2 makes patches/patch-PctestIpv6Udp.h unnecessary.
4.  Add patches/patch-pchar.8 (patch from author) to fix a typo.  (Will be
    fixed in next pchar release.)
5.  Install CHANGES file in doc directory.
6.  Fix PLIST to keep bento happy.

441d771e07 A Van Jacobson's pathchar clone. 
pchar finds bandwidth, delay, average queue and loss rate of hops between
source and destination.
