Reordered vars where needed. Added MAINTAINERS where needed, many
mkdir --> ${MKDIR}, install -> ${INSTALL_*}, etc.

(2) Add $Id$ line
(3) This is not interactive, unlike guile-ii, which overwrites the
"regular" tcl/tk
