39e0ff9ee1 Remove jraynard as MAINTAINER, since he no longer has an account.
Move distfiles from ~jraynard/public_html/ports/distfiles/ to
 ~fenner/public_html/distfiles-- this does not imply that I take
 any responsibility for the ports but I'll at least host the
 existing distfiles =)

748713c3f6 As threatened, enforce the "Capital, no period" rule. Ellipses are
permitted.  Note that, given current numeric motif of PW, this is done
in four equally-sized commits of 393 files each.

c12c2467ed Remove manpages define in MAN? fom PLIST for all the devel ports.
I'm going to leave p5-* alone for now (where the version stuff is
going to land is still unclear).
