bf43557044 For ports that are marked BROKEN on armv6, and also fail to build on
armv7, mark them so.

This is part two of a multipart commit to bring armv7 ports to parity
with armv6.

e59c88cece Bump PORTREVISION for ports depending on the canonical version of GCC
(via Mk/bsd.default-versions.mk and lang/gcc) which has moved from
GCC 5.4 to GCC 6.4 under most circumstances.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c++11-lib, c++11-lang,
   c++14-lang, c++0x, c11, or gcc-c++11-lib.

04d6f52202 Bump PORTREVISIONs for ports depending on the canonical version of GCC and
lang/gcc which have moved from GCC 4.9.4 to GCC 5.4 (at least under some
circumstances such as versions of FreeBSD or platforms).

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using using Mk/bsd.octave.mk which in turn has USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c++11-lib, c++14-lang,
   c++11-lang, c++0x, c11, or gcc-c++11-lib.

89f8b05214 Bump PORTREVISIONS for ports depending on the canonical version of GCC and
lang/gcc which have moved from GCC 4.8.5 to GCC 4.9.4 (at least under some
circumstances such as versions of FreeBSD or platforms).

In particular that is ports with USE_GCC=yes, USE_GCC=any, or one of
gcc-c++11-lib, openmp, nestedfct, c++11-lib as well as c++14-lang,
c++11-lang, c++0x, c11 requested via USES=compiler.

15f1cc9a6c java/sigar: Fix typo from previous commit (LATFORM => PLATFORM)
While here, replace "freebsd" in LIBNAME with ${OPSYS:tl} to facilitate
DragonFly support.

0438143249 Remove OSVERSION checks that do not make sense any more.
For example (${OSVERSION} >= 900000 && ${OSVERSION} < 900021) is always true,
as is (${OSVERSION} > 900002 || ${OSVERSION} < 900000 && ${OSVERSION} > 800107).

Regarding patches, when an EXTRA_PATCHES is no longer needed, I remove it, when
it is always needed, I renamed it, in one case, I merged two patches.

5b5a90256d Update USE_GITHUB so it does not require GH_COMMIT.
Using this new scheme allows only setting the _tag_ or _commit hash_ in
GH_TAGNAME and not having to know the hash for a tag.  This scheme will
download a tarball that has a different checksum than before due to a changed
directory name for extraction.

The following MASTER_SITES are provided to retain the old checksum and
directory structure (that require GH_COMMIT):
  GH -> GHL
  GITHUB -> GITHUB_LEGACY

613ed0b48a New port: java/sigar
The Sigar API provides a portable interface for gathering system information
such as:

* System memory, swap, cpu, load average, uptime, loginsi
* Per-process memory, cpu, credential info, state, arguments, environment,
  open files
* File system detection and metrics
* Network interface detection, configuration info and metrics
* TCP and UDP connection tables
* Network route table

This information is available in most operating systems, but each OS has their
own way(s) providing it.  SIGAR provides developers with one API to access this
information regardless of the underlying platform.  The core API is implemented
in pure C with bindings currently implemented for Java, Perl, Ruby, Python,
Erlang, PHP and C#. This port provides the Java bindings.
